Spanner wrenches are normally used to open the gland of the cylinder. You will just need to know which size you will need as these come in different sizes. Grainger and northern tool has some i believe. Might find some cheaper on ebay.

There's a few variables to consider.

When replacing the tilt cylinders, You want to make sure that both cylinders are operating at the same speed and have the same stroke and length. Having cylinders working against each will put them as risk of bending or causing other damage. As long as the cylinders are the same you should be fine. Although sizing down isn't almost never recommended, as long as the load isn't higher than what the cylinder's column load, You should be fine.
