Adjusting Valves Kioti LB1914

What is the easiest way to adjust the valves on a LB1914. The manual talks about the "TC" mark on the flywheel with the timing check window of the flywheel housing. I can't find the timing window.

I guess that's not unusual. I changed the fuel filter on my DK 35 this weekend and the "book" said to bleed the air using the air bleed valve, well the tractor I have doesn't have an air bleed valve.
