First, you need to know the components in the drive system (belts, pulleys, springs, etc.). Make sure all parts are there and working freely.

My guess would be that the spring is broken/missing or the plate the spring is attached to is frozen. When the brake is released the spring should allow the belt to tighten. There is no adjustment.

(Note: There are two pulley positions on the engine shaft pulley. The smaller diameter drives the transmission, the larger drives the mower deck. Both are often referred to as "drive" so there may be some confusion as to which system you are referring to.)
