Grading 710 Rear Angle Blade Won't rotate

Hey Ford experts!

I purchased an old rear adjustable blade recently (Ford Series 710, model 19-205) and I cannot turn the blade to angle it. It's frozen in place. The indexing pin is not rusted and sticking the head. The rotation is fine on the other plane (top frame). I cannot figure out how to remove the top frame assembly or the bottom. The picture in the manual (shown at link below) depicts a very simple assemblage of parts, however I am unable to just pull the sub-assemblies apart. There is rust but not too much...I think the mating surfaces of the vertical post/tube which connects to the collar is either rusty or filled with dirt/debris but cannot ascertain this without yanking this thing apart. Any ideas as to how I can muscle this thing apart?

I am looking at buying a ford 716 series back blade with the same problem and was wondering if you ever solved this problem. Any info you can provide would be greatly appreciated!
