From what I learned while shopping around, some of the manufacturer's sites show the recommended minimum PTO horsepower for their respective shredders. I wanted to use the medium duty Bush Hog 286, and BH's site showed it needs at least 40 PTO h.p. so I had to step up the size of my tractor purchase to accomodate it. On the other hand, a light or standard duty hog requires much less tractor.
I realize that more factors come into play than just the PTO (e.g. carrying capacity of the 3-point system), but maybe that will get you headed in the right direction.

A rule of thumb that is often quoted on TBN is 5hp PTO per foot of bushhog. A 6 foot hog would need a PTO of 30hp if you followed this. I run a light duty 5foot woods cutter with my L3830 which has 30 hp at the PTO. This is in the range that woods recommends. You might look at the web site of the brand you have or are buying and see what range they recommend. - Mike

As important as hp is weight. Check your manual to see the recommended maximum weight for a brush hog, and front ballast requirements.

Medium size for 2" stock would be max although for the most part 1" would be best. After you cut it the first time it should not grow over 1" diameter again with yearly cutting. To go to a heavy duty that might be able to cut up to a three or four inch stock the initial enertia needed to start might be to much for the PTO system under constant duty.
