Oil & Fuel 544 Starter and shifting problems

My '69 IH 544 (gear drive, gas) has a starter problem. Oftentimes the starter doesn't engage and makes a horrible noise. Is it the solenoid or the starter?The starter bolts didn't want to budge when I tried them. Also, when I use 4th or 5th gear, it jams when I go to use first or reverse. After 10 minutes of fiddling with it, I can get it back to neutral. What could be causing this
