i agree can't determine if it's air in fuel cause or what,air getting in the fuel causes inconsistant rpm surges and this one sounds constant like a fuel pump gov hunting

Fuel lines are cheaper than a pump rebuild. If the lines are original or even old replacements, start there.

I agree with RickB 90% of running issues i've had with these tractors are fuel line related,some earlier models had a fine screen on the suction line inside the tank,if it does discard it.
