5230 3pt hitch won't enable

I have a 5230 that I'm having some trouble with the 3pt hitch, just bought the tractor (very good deal and now may know why) I cannot get the 3pt hitch to enable. the indicator light continuously flashes. I've been through the wiring, fuses and relays and all seem to be o.k. I can get the hitch to move by using the remote switches on the fender if the command switch is in the forward(down) position and then the hitch will go up and down. when the hitch is lowered it will then creep up on its own. trying to get tractor ready for hay season so any help/info would be most appreciated.
