Yes, we loosened jam nut and then tried to tightened the bolt. The bolt did not get tight until it was against the jam nut.

That is an interesting idea. Nothing like that in the manual as far as I know.

Sounds like something is missing that this bolt needs to contact.
But an earlier post by jd110 I believe lays out the procedure, as well as jgayman (sp?). Something is missing, and maybe bushings are shot.
