I have a 1947 case vao and i ordered blank rims for it 10x28 and the clamps are not going on the blank rim i was wondering if there is a clamp to go from my 5 lug hub on to a blank rim?

are the blanks just that? completely devoid on the inside track?
got pics to illustrate?
In any case.. got a torch and welder?
not uncommon back in the day on some 'blank' rims to have to cut centers and reweld, or cut out and weld in special power adjust plates / rails..e tc..
