4610 (4000) Hydraulic Top Lid Rebuild - Broke Part

My three-point lift stopped lifting. My FEL still works as it should. I took the top lid off to rebuild the cylinder and found this broke part. I assume it has something to do with the draft.

1. Does this broke part have anything to do with the three point not working?

2. Can I just remove the broke part? I assume the draft would no longer work.

3. If this part is necessary any idea where I can get one?
