4020 Water leak

I have a diesel 4020 that developed a water leak. You can see it's on the side of the block. I am assuming it's a 'freeze plug'.

My question is.....how do I fix it?

Your tractor has a sealing ring leaking on a cylinder liner. Only correct repair is to R&R liners(overhaul). Those holes in block are referred to as weep holes.
