4000 ford tractor

I have a 4000 ford farm tractor plain jane large frame and the loader won't raise hardly at all ,the pump has been rebuilt and I am thinking it might be sucking air somewhere ,could this be the problem and if so where would it be sucking air? any suggestions holt50 email is holtroger@ymail.com thanks
