38 Simplicity Mower deck Idler pulley ?

On my 38 Simplicity Mower deck I know the Idler pulley (part #1685150SM) should spin with the mower belt turning it. Does the center of that pulley have a bearing that should spin or is the center stiff and it spins on the bolt that goes through it. It keeps seizing up and I can not tell if that is a frozen piece or just to tight. This deck is on a Broadmoor 1998 or so. If the pulley is solid how loose should the bolt through it be. Thanks

All the idler pulleys I have seen have a bearing.
