325 Solenoid or wiring issue

Hello, I am having issue with shut off solenoid on 325 Bobcat.

Its not engaging and wiring is showing 5.5v when ex is off and 4.5v when it is on. which is really odd.
I am guessing wires split somewhere? does anyone how electrical scheme for this part of it so I can try and trace it ?

Also, what resistance should be at solenoid. It is the one with 3 pins.
