I think you are missing some letters and numbers to correctly identify the tractor model. Here is a link to Kubota Prior Products. Closest to your numbers is a L3110DT.

Sounds like a fair deal to me. Here is a little information on that model. It appears to only been made from '02-'03 so it's still a really new tractor.

In terms of ground speed, the reverse gear on the 8x2 transmissions is normally between 2nd and 3rd gear for the Low reverse and between 6th and 7th gear for the High reverse. The High reverse will be almost too snappy to be useful; at least that's what I've found (L4300). The Low reverse is OK, but could be slower.

Normally you can regulate your reverse speed with throttle and it should be no problem....just idle the engine while backing. But if you are going to blow snow with a 3PH snow blower (requires operating in reverse with engine RPM set rather high) you'll find that even Low reverse is too fast. Hope that was clear.

Other than that one caveat, it should be a solid, simple and versatile tractor.
