3 pt want go down

Last year, I unloaded my disc mower, lifted my 3 pt hitch, put the tractor up for the winter. I got it out this year and the 3pt want go down, can anyone help me please. I changed the filter.

There's a little knob between our feet that adjusts the rate of decent, make sure it's not closed.

I don't have a knob, my dealer thought I did also.

If no knob, then like Kioti John said; what tractor do you have? I've never seen three points freeze up that bad unless they were a total rust bucket. Especially when it was working last season. Is the three point control linkage working? At least what you can see on the outside of the tractor.
