3 pt hitch won't lower on 2-62 White iseki

Hi all, the 3 pt hitch won't lower on my 2-62 field boss. I tried rotating the speed control valve without success. The position control arm does nothing but the outside arm will lift and lower it a bit. Can someone tell me if the speed control valve is after or before the position control valve. I cracked the nuts on the speed valve and released the fluid and the hitch lowered. I'm wondering if the speed control valve is blocked or if it's the position control valve stuck open.
