3 pt hitch keeps raising up!

So I have 53 jubilee and I'm confused by the whole draft/lift control thing. Basically as soon as the tractor is on the lift goes all the way up and the lever does nothing to control it. I have to jam a piece of wood in there to hold the mower deck in place or it picks up all the way. Also where is the draft control? What am I doing wrong here? Would love to control the PTO lift without a piece of picket fence.

Try adjusting the draft control. Had the same trouble a while back until I adjusted mine.
