3-Point Hitch 3 PT Hitch does not operate

I bought this JD850 a while ago and the 3PT hitch has not operated correctly since. I tried to eliminate the power beyond valve suspecting that was the problem but now the 3PT does not operate at all. The tractor does have power steering. It goes into relief as soon as I start it with the plumbing as seen on the attached photo's. I have plumbed something wrong. Thanks in advance for any and all guidance.
