3 Point Hitch Wont Raise

This tractor doesn't require the looping on hoses. The remote hydraulic control routes fluid to the backhoe when it's installed, but passes it on to the next device (the 3-point hitch) when the levers are placed in the neutral position. Pressure is good until it gets to that point. A repair shop I talked to suggested that the down-speed control might be stuck in the full open position, effectively bypassing the 3PH entirely, and that makes sense. The few times I got the lift arms to raise briefly the control would not lock them in place - I could push them down by hand quite easily.
