3 point hitch won't raise Ford 3000

Posted this on the repair forum, just found this forum. I am looking at buying a Ford 3000 for $1600. Seller says it runs good but hitch won't raise. What are the best to worst case scenarios, and can the average mechanically inclined person fix it? Also wondering what kind of repair time and parts cost I should expect.

Will all depend on what is broken, or not working inside. Could be major (broken part, damaged innards), and could be just a stuck valve or control lever (jar it loose and good to go).

Maybe a way to check it out, or get someone knowledgable to look at it with you.
