3 point hitch stays up?

I have a TC29D New Holland tractor, and I just put the York rake on for the spring clean-up and drive raking sessions. The arms lift up with out issue but seems that they are stuck up when I push the control lever down. This is the first time in 13 years that this has happened. Any clues or tricks to solving this problem. I have already turned the valve screw on the manifold a few times back and forth to no avail.

Look for a knob near/under the seat. turn it CCW. -- Adjust to suit the implement weight..

Thanks, while I was waiting for a reply I checked that knob. The same friend that borrowed my tractor and broke the ignition and left it below empty when I went to drive it home, also turned every f....ng thing that he could get his worthless hands on!!! I even had to tighten all the loader mount bolts! The next task for this tractor is diggin' this loser's grave! I'm taking the York rake off and putting the backhoe on.....loading the pistol and going for a Saturday afternoon drive to visit the *******! Thanks for your help.I hope I see Cliven Bundy on the way!

You should have learned your lesson. Never, ever lend your machinery. PERIOD!
