With stay straps attached as in the photo is the draw bar still able be raised without bending the stay straps? Or do the stay straps do just that lock the draw bar in place?

I believe they are to lock the 3pt at a fixed height. If you tow a trailer on a 3pt it can cause a rollover. When you stop, the trailer tries to keep going. As the 3pt has nothing holding it down, it will lift & the trailer raises the center of gravity beyond the dented of stability. If anything is off center, the tractor will roll.

The solution is to use the drawbar instead of the 3pt. Or to chain the 3pt down so it can't lift. I'm assuming those stay straps are a derivative of the chain it down idea. Assuming they go from the 3pt lift arms to the transmission housing somewhere. If they go from the lift arms to the toplink, they won't do squat on affecting or restricting 3pt lift & probably just prevent the bar from spinning.

The "Stay Straps" in the photo lock the 3point in one position.
Drawbar can not be raised or lowered but WILL still spin.

They make a drawbar lock that keeps the drawbar from turning but it is not shown in your photo.

I pretty much figured it out.
I ordered one that bolts to the drawbar and the upper link, that will allow me to raise and lower the hitch.
I will be using it to spot a log spliter and a small utility trailer on the property when cutting wood.
