3-Point Hitch not working correctly

We are having issues with our JD 4100 tractor. The other day I used the belly mower to mow our field and everything was working fine until we raised the deck to drive over to another yard to mow. The deck would not lower, nor would the 3-point hitch. Working the lower/raise lever would sometime make the hitch twitch just a little at times, but it would not lower at all. We also tried adjusting the lowering speed and it didn't help either. After parking the mower and leaving the lever in the down position, the hitch and deck lowered over time, but once I started the tractor back up and put the hitch in the raised position...it would not lower again. I have seen another post like this, but never saw what the fix was. Any ideas? Thank you in advance.

A friend had a JD that did the same thing. What I did was to turn the rate of fall valve out about 3 turns open. Then removed the whole adjusting part of the valve out, cleaned and put back in then adjusted the fall again. There must of been something stuck in it.

I will try that. Yesterday I had the fall adjusted to slow and it barely moved overnight sitting. This morning I opened up the valve to fast and it didn't drop all the way down, but dropped more than it had when the valve was on slow. Thank you for the reply.
