2020 toolcat 5610 does not want to move smoothly in low

I changed the front fluid and cleaned the speed sensor, checked the wires (no breaks). If I take the traction control off in low it moves fine as in high also. When I try to push it in low or high I get an error code of 50-89. Is it possible the speed sensor could be bad?
