2010 John Deere 5045D lift goes down slow

I have a 2010 5045D that the lift goes down slow. I've tried adjusting the rockshaft adjustment but it doesn't change it at all. It lifts up fine. It doesn't matter how heavy the attachment is.

Yes, no matter how heavy the load, it still goes down slow
