I used the post hole digger earlier this summer and unmounted it when done, leaving the 3-point hitch all the way up. Spent the summer doing light odd jobs with the loader.

So cleaning up the yard today I thought I'd move some implements around and noticed the 3-point hitch won't lower. Moved rock shaft control lever through its range of motion, and did the same with the speed control knob leaving it fully open. Linkages look o.k.

What should I check next?

Did you put some weight on the arms or just try to let them down from their own weight? I'd try it with mt helper standing on the arms....

Yes, climbed on and bounced up and down. Didn't budge.

Yesterday morning I lifted the ballast box a couple of inches off the ground and attached it to the quick hitch with nylon straps, allowing it to hang.

By this afternoon I could see it had leaked down about 1/2 inch, so I started the tractor and slowly moved the rock shaft lever to the fully raised position. Sure enough, the 3-point hitch and ballast box were lifted to the extreme high end of travel.

But it still won't go down. I guess it's time to call the dealer.
