If all it ends up being is a clogged fuel filter and stale fuel, my advice is to get it fixed and move on. Should the selling dealer have caught this? Yes. Is it worth pursuing reimbursement? Not in my opinion. Why? You end up getting aggravated, which lasts as long as this 'battle' with the remote dealer drags on. Every time you use the tractor you'll think about it. Life's too short.
