2003 tc33d wont start

Need some help/advice guys. Was using the tractor a couple days ago shut it off and wouldnt start back up just clicked at the starter and heard a buzzing down by the key under the dash.
So far i have put a charger on the battery still didnt start did the same thing
Pulled starter bench tested it worked but seemed liked was slow
measured power from batt to starter and to the small selenoid wire getting 12v. Pulled dash apart there was a 20 amp fuse under dash that the buzzing was coming from swithed it with another fuse still did the same .
Check continuity from batt to starter good there also.

Whdn i try to start the tractor the batt light is weak and the glow plug light comes on but stays on and starts blinking instead of going off. Wondering if it the starter since i am getting power from batt and to the selenoid when trying to start it. What do you guys think? Thanks for the help any ? Just ask sure i left some things out.

It appears that one of the starter brushes is stuck in its holder or the brushes are worn out. If one of the brushes is not making contact with the commutator it will turn but at reduced torque. If the starter is stalled during starting this will create a low resistance(short) to ground.

The buzzing from behind the dash was your starter interlock relay. This is the result of the voltage drop from the starter.
