Not necessarily as it's pretty much free flow without any restrictions to make it shoot everywhere. Specially considering that it's fed by the power steering pump which has a small displacement.

Figuring out the pressure is more important to troubleshoot your issues. If you could get a service manual so you could see exactly where are the test ports and the proper pressure values, that would be awesome.
It has two pumps one for power steering and one for the 3-point lift and pto. I believe they only share the block but not the same hydraulic ports.

I still believe you have something else going on. That flow looked fine to me. You stated it quit when Your dad got into some taller stuff. I am thinking either a wire got disconnected or you have a mechanical problem with the PTO.

I guess you are looking at the shaft of the tractor and not the mower? Is it possible it was just a shear bolt on the mower? Because it happened quickly under a load makes me think something like this is more likely.

I still believe you have something else going on. That flow looked fine to me. You stated it quit when Your dad got into some taller stuff. I am thinking either a wire got disconnected or you have a mechanical problem with the PTO.

I guess you are looking at the shaft of the tractor and not the mower? Is it possible it was just a shear bolt on the mower? Because it happened quickly under a load makes me think something like this is more likely.
I think we have both mechanical and electrical. Should when putting the pto switch in manual should it also power the pto solenoid when the foot clutch is released. I've removed the clutch switch it has 4 wires. I've test it and it has a normally open and normally closed position. The tractor won't start without pushing the clutch in. Where would the other two wires go?

Normally, in the manual position it will activate the PTO when the clutch is out and 3pt is lowered all the way down. This is used on something like a tiller. That way when you get to the end of the row you can lift the tiller and the PTO will stop turning. The seat switch is sometimes part of the safety circuit that could be a problem.

One of the wires could be a ground. Certainly should check that out.

I don't think there is a 3pt safely switch and I know their not a seat switch. I've had the seat completely removed and all the sheet metal under it to troubleshoot. Does the clutch pack hold pressure to release the brake on the pto where as the other hydraulic line spins the pto shift and the hydraulic return to the tank?

Two wires are for the starter safety relay and the other two wires should go to the PTO circuit, so when you press the clutch, it cuts the PTO in Manual mode.
