I know what is making the noise that I'm hearing, but I'm not sure what to do about it. In the attached figure the link #5 pulls the arm #9 to disengage the drive belt. When the clutch is let out though The link rattles around inside the hook on the arm. Any idea what should be preventing this from happening or what to do to fix it?

How about spring 7A or 7B broken, detached, or stretched out? Just a thought, as seems that spring should keep things tight.

The link rattles around inside the hook on the arm. Any idea what should be preventing this from happening or what to do to fix it?

A) Belt worn/stretched? If the belt is new it might need the tension adjusted.

B) The noise might be from one of the idler pulleys.

I have replaced the spring (#7), all the belts, and have the adjusted the tension for the drive belt as much as possible trying to correct the problem. It just seems that the link should rest all the way on the hook of the arm with the clutch out and doesn't. Everything works properly just can't stand the noise that it makes and I'm sure it shouldn't.
