1930 will not rev

I just picked up a 1630 that was not running. I got it running today but it will only idle. It is not the shut off solenoid I can remove that and use a magnetic pick up tool to move the rod on the pump to overcome the governor and it will rev some. Is there a governor adjustment or is something stuck in the governor? Any help would be greatly appreicated .

Sounds like a fuel volume problem change your fuel filter first under the tank before looking at any injection pump problems.
