190cc 6.75 gross torque Briggs & Stratton engine help needed

I have a 190cc 6.75 gross torque Briggs & Stratton engine on a splitter and noticed that it surges until it warms up. Takes about 2-4 minutes then it levels out and seems to run perfect. Also seems to run fine even when it is cold if I using the motor and not just letting it idle. The motor is basically new with something like 3 or 4 hours on it and is still under warranty. I was just wondering what would cause this? I was thinking I may have a vacuum leak but since it works fine one it was warm I was not too sure. I could take it in but then I know I won't have it for a few weeks and often it is just more trouble than fixing it myself. Thanks

Does it have a manual choke? My small Honda does the same thing. If I leave the choke slightly on it goes away. It could be a sign of an air leak. I didn't find any leaks when I tested mine so I just run on 1/3 choke for a few minutes until the engine is fully up to operating temps. It could also be a sign that the governor is out of adjustment. That's most likely my problem since the rod came undone when the neighbor borrowed it and he put it back on but made sure to inform me what happened. I've never looked into it to see if it's bent or installed wrong.

No manual choke - I am thinking a leak also but you make a good point on the rod being in the wrong place. Didn't think of that! I will have to take a look at that. The motor was replaced at the dealer due to a bad motor on the original unit so the carb could have been put on wrong or not resealed properly.
