I just purchased a MF 175 1974
Has a lot of Oil coming out the muffler and a great deal of blowing out at the dipstick. Guess my question is I heard that on the Perkins you have to set the oil pump with the # 1 cylinder at the top when rebuilding them if not the motor will have a great deal of vibration in it. Any truth to this?

The oil pump is located with the balancer unit, which needs to be timed if removed. I'm guessing you're gearing up for a rebuild of the engine? A service manual will help you out a whole bunch.

Yes that's what I'm going to do is rebuild the engine then the tractor skins after all is running good.
