160 lawn mower problem

I'm having a problem with the mower... When I step on the clutch & Brake at same time ..It seems as tho they don't release...When I put the transmission into forward or back nothing happens... I suppose something isn't letting go but fail to see anything...darn mower deck in way...Hoping someone can tell me what to do...

Probably the belt or belt/pulley/spindle assembly or springs.

The parking brake is engaged. Turn the key to run, take off the parking brake, and the brake and clutch will release.

Thank you for reply...Oh now I understand that I have to have engine running to get it to go off ...
