1470 mo-co lift cylinder

Hello, I got my new to me mo-co and got it hooked up to the tractor, so far so good, I go through the hydraulics, hydraulic sway works, but the hydraulic lift doesn't, it is single acting and my tractor manual says to hook it up to the lift SCV and use float to lower attachment. I did that and nothing, I brought my rpm's up and still nothing, I check the rear and the transport guards are off, I've even tried the other lift SCV's with no luck. Anyone got any suggestions on what I could try or what I'm doing wrong?

I'm not sure what happened but suddenly it dropped down and now it's working properly, now I'm having an issue setting the float, it says to set the right from 88-154lbs and the left from 154-198lbs, I imagine its the force it takes to lift the cutting bar up? If so then what do I use to measure the force and when I lift it up I have to push it back down (sticky maybe)
