probbaly need a lil more info.
Are you trying to say that the pto shaft turns, but the input shaft to the mower does not?
if so, look for a hole for a shear pin, or if it has a slip clutch, then a locking pin.
if this is not what you were talking about, post back.

if he see's a visible part turning on the outter, and an inner part not turning.. that seems to me the input shaft, not the 'invisible' spindle shaft.. but yeah it's all a guess without a pic.... .. a picture and some line drawings / markup would be more clear.. or a look at the parts listing and call out the problem areas by name.. etc.
