I think I found an answer to my question: in some old posts by kennyd (great name by the way), this is not a "problem" but a "feature" and doesn't seem to require replaceing the valve. Just wish Kubota would make this "feature" a lot clearer in their documentation tha came with the chute rotator!

The Gator 96-612 was the direct replacement for my BX 2360 60" MMM Kubota blades. I found 3 on eBay (new) for $11 each, swapped them out in 30 minutes and they worked great to significantly reduce the size of clippings even without the mulch kit.
