Finally got to getting my hands dirty.... Here's the rest of the story.
Working backwards, the solenoid wasn't working so it wasn't getting any fuel. It will move (by hand) and will move when directly energized. Kept looking. "under the dash" are two, very difficult to get to without pulling a side panel off quick wire disconnects.
Though I didn't count, one seems to be a 10 wire connector and the other is maybe a 4-wire connector. Lots of dirt packed inside the individual wire holes. Can't get to them easy enough to actually pull apart so as it happens, I have some electronic contact cleaner (spray).
Several soaks & blasts of air later, the solenoid now works. Seems it had a dirty contact in there. Probably still dirty, just not quite as dirty!
Solenoid moves as it should with key turned, mower fired right up.
