Old and slow is correct, those outer cylinders that pivot the wing carrier tires need to retract as there what controls the wing cut height. Possibly you’ll want cylinder stops on those two cylinders to hold them at the proper wing cut height

If that machine is a tb 285 or tb 290 your 15gpm is wrong for the primary auxiliary circuit flow. Specs for either of those machines is 26.4gpm/primary auxiliary flow and 14,5gpm/ for Secondary auxiliary flow.

Pretty typical for the first spray with a older sprayer that’s sat for years to plug filters and nozzles. I think you’re best option is to just keep flushing water through the entire system with the nozzles removed.
