You mean they use it for this very problem or something else? leaving the whole filter intact, as is? I first thought this is a great solution but then recalled the boat motor pee tube; the opening in it is very small diameter and whatever critter it was got in there and sealed it with dirt.

That is a good idea; what comes to mind is hoping it would allow enough venting and not build pressure in the system.

These examples make me think that the way to handle ordering parts these days is to get an invoice or purchase order, some kind of paper trail for it. Not just a verbal communication of the price. I don't understand how some of the people who work in these places can live with themselves.
