Put your money on the steering cylinder piston seal. Orbitrol type steering valves do have problems on occasion but not usually like that.

My advice. Return the pump, even if you have to pay the freight. You don't want a pump with pressure control. Just order a rebuild kit...

Why would you expect bleed screws on a hydraulic pump or (most likely a suction) filter? Bleed screws usually would be fuel system related.
