I like options and use what works best for me, I use wood heat because I have the resource on hand. Electric is installed but useless during an ice storm or flooding. Propane is expensive but I keep a few a couple hundred gallons in the tank just in case. Mandate for just electric would be ignored by me. My substation is 30 miles with lots of trees and creeks crossing the single power line, no secondary path and when the creeks get rolling or we get ice many miles power are kaput. Being on the few residents out here we are very very low on the priority list of our small coop.

How much for phase 2 and then all the other stuff you listed. I would guess some place near a trillion for your country. Will your population be able to pay for that over the next 10 years on top of current tax burdens.
Then add what it will cost every tax payer to pay for their own upgrades required PLUS all the people relying on the government to pay for their needs.
Ambitious with lots of failures (more money) along the way since no tech upgraded come with unintended problems or setbacks.....

NZ is a temperate climate. I do not think they get the temp swings we see in the midwest. Even here in southern mo I've seen -20F and above 105F not counting heat index. I know they get extreme temps in the mountains but not many live that high up.I use a ground source heat pump. I assume you use something similar. I have the same problem here. The dealer for my furnace closed just after I bought the place. Next closest dealer is $300.00 in travel time each way. Twice since 2010 I've lost the motor when we had a power outage. Fortunately the local furnace guy could handle that.
