Sounds like France: Its a beatiful country actually... unfortunately, lots of French live there.

Outside of Paris, it's quite nice, as are the people.
Even in Paris, they have mellowed a bit due to the overwhelming march of immigrants and all that entails.....

I'm not a biker, so maybe I'm missing something. But assuming they're PVC fence posts, which weigh about as much as my cell phone, what's the problem with this? The overhang fore and aft look to be well under 2 feet, it's not creating much added wind resistance, it's near-zero weight... far less than the typical gear bag mounted atop the rear fender.

The problem is the wind drag if the helmet is tipped up or back or the rider turns their head. And you have to turn your head to check traffic when changing lanes. My neck hurts just looking at that.

Pretty sure that rack is attached to the bike front (presumably attached to a fairing mounting point, hopefully not just the plastic fairing, and hopefully he didn't drill the frame because this isn't a big ROPS you can put a little hole into and say "it's probably still ok") and back.
I'm not saying it's a great idea but it's not quite *that* bad, but any time you put weight so far away from the original CoG of the bike handling is going to get funky, and a crosswind on those things is going to have quite the lever arm to push on the bike.

That said, he's wearing a back protector, elbow armor, and looks like hip side armor; those look like skate shoes but could be moto specific with ankle protection; he's well-equipped on that kawa 250, hopefully he knows what he's doing.
