They live under or near rain barrel. Should i get rid of them?

Garter snakes.
Harmless
I see no reason to kill them.

Is the Garter snake a mispronunciation of Garden snake? Or is the garden snake found in gardens and the garter snake found in uhm, well... we have many different name for that snake! :D:ROFLMAO::ROFLMAO::ROFLMAO:

Black one too?
The black looking one in the upper right of the one picture that looks like it's looking at your rain gutter? Looks darker but still the garter snake pattern. Maybe less light hitting it in the picture...

Garters eat bugs,snails and small rodents. So we leave them alone.
I've been bit by them on a finger, sharp needle like teeth, so don't point at them :)

Garter snakes come in a lot of different patterns. Generally east of the mississippi, seems to be the most common snake in many areas. If you see a slender 1-3 foot snake around your house, thats probably what it is.

Garter snakes are harmless, but if they nest around your house you could end up with more snakes than you bargained for. I started out fully against eliminating any, but by the third year here I had so many I had to cull the herd, so to speak.

Wish I could see more than one or two per year. And I have a rain barrel for them also. However - from July 1 thru mid- October - - just too dry for the little fellows.

I put out a sauce pan of water for the critters. Sprinkler hose fills it and it's not deep enough to drown anything bigger than a bee. Could put a stick in it for bees I guess. Like to water the Quail, they have lots of babies right now. Night camera showed a lynx getting a drink a couple of years ago.
