Leases and PERMITS are separate things. A lease is no good, if you cannot get the permits to drill.

Leases that are issued by the federal government include federal permits. State permits are a different thing. Those must be obtained from state regulators who assure the operations follow state laws. And the whole discussion about drilling is irrelevant because the companies are drilling and producing record amounts of crude oil.

So....tell us what YOU think the oil companies should be paying for extracting oil out of the ground? You don't think fuel prices are high enough yet? Or you don't think having them pay more to extract will be passed on to the consumer?

Oil leases are an insignificant part of the cost of fuel. What should oil companies be paying? The market rate. State and private lands leases are several times higher than federal lands leases.

A lot of leases or permits are on wells that are dry, underproduce, or produce nothing (dry). If new leases or permits are not forthcoming, then where do they drill?
Oil companies have lots of land they opt not to drill on because after they leased it, further research shows they won’t make much oil or gas from it.

Most of the best oil producing basins are predominantly state and private lands, not federal.
