My guess is since you live in an area with a climate where the temps change dramatically, the water never goes away, it just keeps accumulating. Even a teaspoon a day over 5 years is a lot of water.

Surprised me too!
I guess the fuel pick up is above the level of the water...
I've never drained the tank...might have to be part of my annual maintenance

I will ask about a water separator

You may have a “water sump” in the bottom of the tank where water collects. The manufacturer may have the pickup over the sump for this very reason.

Come on guys, a quart would be a large amount of water in a small fuel tank.
There is almost no way you would accumulate a gallon in a lawn mowers tank.
Heck what is the full tank capacity 7 to what maybe 10 gallons.
Was it running when they picked it up.
I would say that "service advisor" is blowing smoke or else smoking something.

Come on guys, a quart would be a large amount of water in a small fuel tank.
There is almost no way you would accumulate a gallon in a lawn mowers tank.

The tank is 11.5 gallons, IIRC
I don't think it was condensation...and I've dealt with this dealer for years...pretty straight shooters. Not cheap, but don't think they'd screw me.
As written in previous responses, my best guess now is when I got fuel (before winter), at least one fuel can (plastic) got water in it when filling at the gas station

I'd guess your dealer is one of United Ag and Turf many locations.
I still believe he is exaggerating considerably the amount but I'm not there looking at it.
As long as it runs good when you get it back and the bill doesn't make you kneel over,
