Chain drag with tires for ballast might work. I have a landscape rake. To aggressive. I think the harrow would be to. I want to leave the mulch.

I had ten acres forestry mulched (what we call it in Tennessee). I used a landscape rake but I removed every other tine so it allowed the mulch to spread and flow through the tines.

I love these very simple solutions ๐Ÿ‘.
If the mulch is light enough, the right assortment of bush/tree tops chained together and drug around might get it close to what you want.

All great ideas. Removing some tines๐Ÿ‘. A friend has several 10'x8' sections of chain link portable construction fence. He hooks a chain on one end, puts some old tires on top and drags it around.

I like the idea of cheap solutions first - section of chain link fence, tires, an old log. If that doesn't work then a chain link drag harrow or landscape rake with alternate teeth removed.

This "drag" I made out of scrap lumber works very well. Pulled with my ATV using a rope harness. One side - aggressive -- other side - smooth.

Most western forests are uncharacteristically dense due to a century of fire suppression. The before photo is an unhealthy forest susceptible to insects and severe wildfires. The after photo is a much better situation.

It is much better but it's still too many stems/acre, at least in that pic.
