78 Ford 1600 & 81 Ford 1700, 1980 Bobcat 720
I have a 1700 with a bit over 4000 hours. It was a Idaho state forestry tractor that I think was a rollover as there is no sheet metal on this guy at all. Have been installing a fence so we have been running the auger all week. Seemed a bit hard to start but it has been cold. Just took a bit longer on the preheat. Yesterday, fired a few times but no start. Put new fuel filter and bled lines at filter and injector. Checked glowplug voltage, 10V and they each resistance check at 1.5 ohm. Battery is good. Where to check next? It's an old beast but I don't think it time is up yet.

Sounds like you're doing everything right. Do you get any smoke? Does it try to start at all? If it's getting fuel try cleaning the air filter and make sure there's no blockage in the air path.

So it does crank? There is an small inspection hand hole on the right side of the clutch housing so if you remove the rubber cover , shine a light inside and have someone crank you should see flywheel turning. This is just to verify that starter is good. When you bled the air out of the filter bowl, injector pump it self and then all the way to the injector then did you see fuel come out without bubbles? Your glow plugs specs okay. When and how did it stop running? is it after fuel filter change? do you get a steady stream of fuel if you remove the hose to injector pump inlet and opening the fuel pet cock? I think issue is fuel. Any air can cause havoc in the line if not fully bled.

1700 has oil bath filter and really hard for it to get plugged up.

Sounds like a lack of appropriate fuel delivery.

Do you get a free flow of fuel at the connection to the Injector Pump. It should gush out if the rest of the fuel delivery system is un-restricted. If it doesn't, the work back to the tank outlet. The filter head can get clogged ahead of the filter itself, the fuel line and tank outlet can be clogged. If it's cold, are you running with summer fuel? If it gets below ~ 28°F wax can precipitate out and clog the tank outlet, the fuels lines etc. Power Service 911 might be useful if this is the case. You can also have condensate water that has frozen somewhere in the system. A heat gun can help thaw this out if that's the problem.
Check the air filter. It can ingest snow and freeze and it's an easy check.

I think it's getting fuel as I can remove the bleed screw in the injector pump and it flows the same as my 1600. Had to use the 1600 for fence post duty and inadvertently parked on slight grade and uncovered the fuel tank outlet. Forgot to check fuel in tank. So had to bleed the 1600 (started right back up after filling tank) and it looked the same as far as fuel dribble. The 1700 will belch out quite a bit of black smoke when it tries to catch and grey smoke otherwise. On what I hope is a non related front, the tach has gone wonky the last two days, swinging wildly like the old cable driven speedometers would do when the cable got rusted.
Thinking I might try swapping the starters between the 1600 and 1700 to see if anything changes. Batteries are good but the 1700 seems to crank slower. The 1700 was always started right up until about 3 days ago. It really sound like only one cylinder is catching.

Did you bleed air out of the both injector? black smoke might be indication of flooding diesel in the combustion chamber due to lack of atomization of fuel coming out of injector. white smoke can be indication of antifreeze being sucked in from a busted head gasket in to combustion chamber. Your tach is mechanical and end of the flex wire going to back of timing cover might be rounded off. It is pretty easy to undo it and check the end, that could be reason for wild fluctuation as it grabs and lets go quickly. I will fully charge the battery and if you have use a charger with emergency start to see if it does better. I wonder if you use a heat gun and warm up the around the block where the injectors are has any effect to help with the pre-heat. Might have bit of moisture in the line that is frozen.

have you tried "double cycling" the glow plugs?

I tried loosening the fuel line at each injector and cranked till I had fuel seeping out around the fittings. I guess that did it because it started right up. I didn't change the filter until it wouldn't start. I had been running it daily as I am putting up a fence and I am using the auger for the posts. Just got hard to start and then wouldn't. Just not THAT cold right now, low 20s overnight 45-50 during day. Oh well finish up on with the 1600. At least it's running again.
I usually hold the glowplugs on for 15 second before I try to start.
